DELTA JUNCTION, ALASKA -- Daniel Congiolosi is sure it won't be long before energy is so expensive he won't be able to pay the bills. When that happens, he will be ready. This spring, he tripled the size of his garden. He's rushing to install a hand pump on the well, build a concrete-lined root cellar and get an ice house ready before next summer. 

Thanks to soaring oil prices, he'll be able to pay for it all. Americans have been hit hard by months of $120- and $130-a-barrel oil, but in Alaska, they've hit the jackpot. 

Congiolosi this month expects a check from the government for as much as $29,000 before taxes -- a combination of the annual dividend he and his large family have earned from the state's oil wealth and a special $1,200-per-person energy rebate signed into law last month by Gov. Sarah Palin. 

The fuel givebacks will cost the state $750 million. With a temporary freeze on gasoline taxes and a long-standing program to help poor rural Alaskans pay their fuel bills, the state this summer is handing out $1 billion in energy relief. Though the amount of the dividend won't be announced until this morning, analysts say that even a family of four will probably get a check for up to $13,000. 

Few states could afford such a bonanza, likened by Republican state Rep. Mike Kelly of Fairbanks to "morphine and welfare payments." But Alaska is on pace to earn more than $10 billion from oil and gas operations this year, double last year's revenue. 

Estimates of the budget surplus by early next year range from $5 billion to $9 billion, a huge amount in a state of 670,000 people. Spending it -- or saving it for a day when oil is not so plentiful or expensive -- is one of the central policy issues confronting the administration of Palin, the running mate of Republican presidential nominee John McCain. 

The governor is facing a dizzying array of requests from legislators to find a comfortable home for the money, including technology upgrades in the schools, new surgical wings in regional hospitals, fire stations and roads.

At least 168 killed in Indian temple stampede

JODHPUR, India - Thousands of pilgrims panicked by false rumors of a bomb stampeded at a Hindu temple in western India on Tuesday, killing at least 168 people in the crush to escape.

Television footage showed dozens of bodies lying on the sidewalk, while nearby frantic people tried to revive unconscious devotees, slapping their faces and pressing on their chests.

One child sat on the ground next to the body of a woman, rubbing her forehead and crying "Mother, Mother."

The disaster occurred just as the doors of the temple were being opened for worship at dawn for more than 12,000 people celebrating a key Hindu festival in the historic city of Jodhpur in Rajasthan state.

The chaos began with false rumors of a bomb, said Ramesh Vyas, a pilgrim who was standing in line.

Tensions are high because India has been hit by a spate of bomb attacks. The latest explosions Monday night in the western cities of Malegaon and Modasa killed six people and wounded 45.

Devotees had broken coconuts as religious offerings and so the temple's floors were slick with coconut milk, causing pilgrims to slip and fall as they scrambled to escape, Vyas said.

Other pilgrims had crammed a narrow 1 1/4-mile path leading to the temple, leaving little room for those fleeing to escape.

The chaos was made worse by the fact there was a power outage at the time. Some pilgrims slipped on the ramp leading to the shrine, the Press Trust of India news agency quoted Director-General of state Police K. S. Bains as saying.

At least 168 people were killed in the stampede, Naresh Pal Gangwar, the district collector, told The Associated Press. Officials said 100 others were injured.

It was the third disaster this year at religious events in India, shocking Hindus as Tuesday marked the first day of Navratra, a nine-day Hindu festival to honor the Mother Goddess.

Deadly stampedes are a relatively common occurrence at temples in India, where large crowds — sometimes hundreds of thousands of people — congregate in small areas lacking facilities to control big gatherings.

In August, 145 people were killed when rumors of an avalanche sparked a stampede at a hilltop temple in northern India.

Jodhpur is some 180 miles southwest of the Rajasthan state capital of Jaipur.

The temple is located inside the 15th-century Mehrangarh fort that overlooks the town. The fort is one of the town's biggest tourist attractions with its huge walls, ornate interiors and views overlooking Jodhpur.

At least 160 dead in India temple crush

At least 160 worshippers are feared dead after a stampede at a Hindu temple in the northern India state of Rajasthan. 

Local officials said at least 100 more were thought to be injured after the incident at the Chamunda Devi temple in the historic city of Jodhpur. 

It is thought that a wall near the temple collapsed, causing panic among thousands of gathered devotees. 

India's temples have suffered several deadly stampedes recently - including one last month where 140 were killed.

Note that in the Muslim calander, a holiday begins on the sunset of the previous day, so observing Muslims will celebrate Eid al-Fitr on the sunset of Monday, the 29th of September.

Although Eid al-Fitr is always on the same day of the Islamic calendar, the date on the Gregorian calendar varies from year to year, since the Gregorian calendar is a solar calendar and the Islamic calendar is a lunar calendar. This difference means Eid al-Fitr moves in the Gregorian calendar approximately 11 days every year.
